The Problem We Embrace

Communities throughout the United States have voiced fear, disgust and anger when a registered sex offender moves into their neighborhood. States have passed legislation that prevents registered sex offenders from residing within a certain distance of schools and other places where children congregate. The distance varies by state from 500 feet to 2,000 feet. The governments in all states have found that the legislation causes registered sex offenders to migrate to more rural areas and in many cases causes them to become transient. Registered sex offenders who are transients are almost impossible for law enforcement to track which places the communities at a much higher risk. In Florida for example, the Florida Office of Program Policy Analysis and Government Accountability (OPPAGA) in February of 2007 published a report entitled “Higher Priority Should Be Given to Transition Services to Reduce Inmate Recidivism” This report and similar reports from state governments throughout the United States express the problem with lack of integrated transitional services and housing as the leading cause of recidivism.

Stepping Up To The Plate

As the lights dim in the theatre I can’t help but notice the young girl who sat on the man’s lap a couple of rows in front of me.  She wasn’t making noise, but definitely seemed very uncomfortable indicated by the way she squirmed and continuously readjusted her seat.  The woman sitting next to her completely oblivious and engrossed in the movie never seemed to notice the discomfort the girl was displaying.  As the minutes passed I noticed that the girl was chewing up some sort of candy and removing it from her mouth.  It wasn’t until the end of the movie that I was to find out where the candy was going; on the man’s pants.  It troubled me to watch this display, but as most, I kept my struggle to myself.  The scene replayed in my head over and over again.  I had to wonder, why would a young girl seemed so uncomfortable on a parent’s lap and why would she choose to chew up candy and paste it on her father’s pants?  My thoughts consumed me about what I had witnessed or what I thought I was seeing.

Sex Offenders Under Bridge

CNN reported in early April of this year about 5 registered sex offenders living under the Julia Tuttle Causeway in Miami.  The court in Miami-Dade county ruled that for the purpose of the sex offender registry, the causeway could be their legal residence.  The article from CNN can be read here.  There is also a video located within the article that shows the living conditions.  Today there are 16 registered sex offenders living under the Julia Tuttle Causeway in Miami.  This isn't something that most of us want to look at, but the fact remains that treatment, accountability and responsibility lead to recovery for these individuals.  Sadly, this is becoming more common and is creating angry desperate individuals with nothing to loose.  That is the recipe for other violent crimes!  Read more...

Why Transitions?

It's startling how many sex offenders there are in the population. Only a percentage of them are receiving therapy, the same number actively being monitored. The numbers below were gathered from the Florida Department of Law Enforcement, Florida Sexual Offenders and Predators web site on Feb 24, 2008. Included in the numbers below are offenders that are “transient or homeless”. This sample data only shows 6 of the 69 counties in the state of Florida.

Transitions of America

Transitions of America is a start-up not-for-profit organization that focuses on the issues of transitioning sex offenders from incarceration to becoming well adjusted, productive and safe members of the community through the programs and services it offers.  The programs will consist of individual and group therapy, substance abuse programs and occupational assessment and training.  Through periodic progress reviews the programs can be tailored to provide specific services.  Because the program includes housing and exceeds the requirements of parole and provides continued counseling after leaving the program graduates should be able to easily return into the community.
